Making Wayne Attractive
The Community Development Department is actively involved in attracting new businesses to the City of Wayne and in that regard sponsors several community-based improvement programs to enhance the City’s attractiveness. For instance, the Department is responsible for the City’s liaison with the Development Area Citizens Council and the Downtown Development Authority (DDA), which includes all of Michigan Avenue and Wayne Road plus a large block of industrial property in southwest Wayne. The Director of the Community Development Department staffs the DDA Board which makes recommendations to City Council regarding tax dollar expenditures. For 2009-2010, the DDA plans $900,000 for projects in the Downtown District.
The DDA has launched several beautification projects including streetscape and parking lot improvements and has played an important role in developing the three, beautiful, City-operated hiking trails which border the District. Additionally, each month more than 7,000 people visit the State Wayne Theater which is owned and operated by the City of Wayne and located in the Downtown District. The Department is also instrumental in the Farmers Market, which is open from 3 - 7 pm every Wednesday, from May - October.

Site Plan Review
If your new construction project or improvement to an existing structure is estimated at a cost of $5,000 or more, you are changing the present use of your property, or the property has been unoccupied for 6 months or more, you are required by City Ordinance to submit your site plans for review by the Community Development Department. Tax Abatement
Industrial Facility Exemption Certificates (IFEC), Pursuant to Public Act 198 of 1974 are available for eligible projects.
Loans
Using funds collected via the Downtown Development Authority, the Community Development Department administers low-interest loans which are available to qualified merchants and commercial businesses to help them establish or expand their businesses in the Downtown District.
Master Plan
The City of Wayne is in the process of revising its Master Plan. For more information, click here.
Facade Loan Program
Merchants and commercial business owners can obtain matching grants to help them with the architectual costs to improve the exterior of their businesses. This program is funded via the Downtown Development Authority and is administered by the Community Development Department.

The 2020 Committee prepared and presented a report to Wayne City Council recapping the results of a questionnaire which was distributed during the 2008 Wheelfest. Welcome to Wayne! Packet 
The City of Wayne has a new Welcome Packet program for new residents. Sponsored by the Wayne Rotary Club, the welcome packet will be given to anyone opening a new water account and submitting their Property Transfer Affidavit forms at City Hall.
The packet contains 28 items. Among them are: Voters Registration Form, Free Ticket Package from the Parks & Recreation Department, “Don’t Ditch It...Donate It” brochure, Flag Etiquette brochure, Historical Museum brochure, Library brochure, "What Every Resident Should Know" brochure, Wayne Rotary Club Brochure, Wayne Civitan Brochures, Fire Department children’s coloring booklet, Blood Pressure Recorder, CPR Step-by-Step Guide and Medication Recorder.
