PROPOSAL NO. 1
PROPOSED CITY CHARTER AMENDMENT

Shall Section 10.1 of the Charter of the City of Wayne, Wayne County, Michigan, be amended so as to permit the levy by the City of an additional ad valorem tax in an amount not to exceed one mill for five (5) years, commencing in 2010, for the sole purpose of paying for police and fire services?

PROPOSAL NO. 2
MILLAGE PROPOSAL

The intent of this proposal is to restore the total City operating Millage at a maximum allocated rate of 15 mills authorized by the Charter of the City of Wayne and the Constitution of the State of Michigan.

Shall the City of Wayne, for the purposes of general operations, levy up to .4635 mills ($0.4635 per thousand of dollars of taxable value on all real and personal property?

Statement of Purpose
The 15 mill has been reduced by required Millage rollbacks in recent years by .4635 mills. If approved and levied in its entirety, this additional Millage would raise an estimated $255,000 in the first year for the City of Wayne.

WAYNE-WESTLAND COMMUNITY SCHOOLS
TAX LIMITATION PROPOSAL- OPERATING MILLAGE

This proposal, if approved by the electors, will allow the Wayne-Westland Community Schools to levy not more than the statutory rate of 18 mills on all property, except principal residence and other property exempted by law, required for the School District to receive its full revenue per pupil foundation guarantee.

Shall the limitation on the total amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, situated within the Wayne-Westland Community Schools, County of Wayne, State of Michigan, be increased as provided in the Michigan Constitution, in the amount of 18 mills on each dollar of taxable value, for a period of fifteen (15) years, from July 1, 2011 through June 30, 2026, inclusive, with 18 mills of the above being a renewal of millage which would otherwise expire on June 30, 2011? This millage would provide estimated revenues to the Wayne-Westland Community Schools of Nineteen million five hundred thousand ($19,500,000) Dollars during the 2011 calendar year, to be used for general operating purposes.
